지역 개발을 위한 지속가능한 생태관광 프로그램 발굴 연구 -제주의 산양 곶자왈 사례를 중심으로-

초록

생태관광의 대상으로서의 제주특별자치도는 오름과 곶자왈 등 제주만의 선택받은 천혜의 자원을 바탕으로도민과 방문객들이 모두 만족할 수 있는 생태 관리보전 시스템을 갖추어, 지역경제와 주민의 삶에도 기여할 수 있는정책과 사업을 발굴해야 하는 시점이다. 곶자왈이 품고 있는 생태자연환경 자원은 보전의 대상인 동시에, 그 인문사회적 가치 또한 존중받아야 한다. 그러기에, 산양 지역의 곶자왈 생태 자원의 현재 상태를 보전하면서, 변화에 영향을미치는 인간활동을 제어할 수 있는 지역주민들과 상생할 수 있는 측면에서 접근이 필요하다. 따라서, 이번 연구에서는 미디어 분석과 셔렛 주민참여 제도를 적용하여, 산양 지역의 주민들과 자연환경을 위해 더 나은 생태자원 활용 유형과 집약된 전략을 제안해 보고자 하였다. 또한, 산양 곶자왈 탐방자원을 체계적으로 관리 보전할 수 있는 공간적⋅ 시각적⋅운영관리적 요소들을 사례연구를 통해 심층토의하고, 앞으로 산양 지역의 곶자왈을 중심으로한 지역 상생형발전 프로그램 및 관리 방향과 전략을 수립해보는 연구를 수행했다.

Abstract

This study covers a systematic and qualitative assessment of the function, design, and purpose of establishing the regional community development program using Sahn-Yang Gotjawal (Volcanic Lava Stony Forest in Jeju) natural resources. The Gotjawa, created by a lava flow, is home to a variety of ferns and Bryophyta plants, such as Jeju grape fern, a world-class endangered species. Due to its specific soil conditions, small temperature variation, and high humidity, this Gotjawal is a central ecological repository where Jeju’s native vegetation is preserved. Among Jeju’s Gotjawal forests, Sahn-Yang Gotjawal’s ecological features are quite unique. Thus, Sahn-Yang Gotjawal needs to be systematically protected through its unique natural environment and multilateral wise ways to use it by strengthening local residents’ capacity to generate balanced development projects between nature and the local community in the Sahn-Yang Gotjawal region. According to our research findings, the future-oriented conservation of natural ecological resources in the Sahn-Yang Gotjawal area and its resources should be shaped and formed in a sustainable way to improve the economic life of residents in the Sahn-Yang area. Understanding the resources of the Sahn-Yang Gotjawal, we suggest various visitors and residents’ programs to enjoy, and we also encourage the conservation aspects of the ecological resources.
