우리나라 인구이동의 지역구조: 이동권역과 공간적 인구재분배 지역 분석

최근의 자생적 지역성장을 위한 광역, 다핵 공간체계 구축 논의에 비추어 인구이동의 지역구조를 파악하는 작업은 인적자원의 이동이라는 측면에서 중요한 기초 연구가 된다. 인구총조사의 1995년, 2000년, 2005년 현재와 5년전 시·군 단위 거주지 자료의 분석 결과, 첫째, 인구이동에 따른 지역별 유출, 유입 인구의 차이는 점차 줄어들고 공간적 인구재분배는 편중에서 균형 쪽으로 변화하고 있다. 둘째, 같은 목적지로 인구를 유출하는 지역과 같은 출발지로부터 인구를 유입하는 지역의 이동권역을 인자분석을 통해 도출하였는데, 이들은 대체로 도 단위 행정구역의 경계를 따르며 서울시와 광역시 그리고 지방 대도시가 이동권역의 중심 출발지와 목적지로 역할하고 있다. 이들 이동권역은 시기별로 비교적 안정적이며, 점차 소규모의 권역이 기존 광범위한 권역내에 독자적으로 형성되며 세분화되는 지역구조로 발전하는 양상이다. 셋째, 인구 유입권역과 유출권역의 차이를 보이는 인구재분배 지역은 좁은 지역에서 인구를 유입하지만 넓은 지역으로 유출하는 외향적, 그리고 그 반대의 내향적 경우로 구분되며, 특정 이동권역의 중심지 역할을 하면서 자신은 다른 권역에 속하는 인구재분배 지역은 인구 유입권역의 경우 대다수의 중심도시들이 인접지역으로부터 인구를 유입하면서 동시에 서울로 인구를 유출하고, 인구유출지역의 경우도 대다수의 대도시들이 주변지역으로 인구를 유출하면서 서울로부터 인구를 유입하는 계층적 양상을 보인다. 이러한 인구이동의 지역구조는 인적자원의 이동과 연계를 반영하는 것으로 지역성장잠재력을 극대화시키기 위한 광역, 다핵 공간체계 구축에 고려될 필요가 있다.

Abstract

Concerned with establishing mega or polycentric regional system, identifying migration regions would be important with respect to the human capital movement for regional competitiveness and balanced development. Migration data from the 1995, 2000, and 2005 census are analyzed in city (si) and county (gun) units for regional migration effectiveness, migration fields of in-migration to same destination and out-migration from same origin, and the delineation of spatial redistribution role regions. Results show that first, regional population redistribution from migration has changed from regional concentration toward more balanced interchanging movements. Second, factor analyses summarizing numerous origin-destination data disclose migration fields, groups of regions sending migrants to similar destination or receiving migrants from similar origin. The revealed migration fields are similar to the provincial boundaries established around the large regional cities and the number of migration fields increases, compartmentalizing in encaptulated pattern within the existing fields. Third, population redistribution regions are identified from the comparison of out- and in-migration fields and the double role of receiving or sending region while involved in other migration field. Most of the large cities play a role of the destination or origin of the migration fields while they are senders to or receivers of migrants from Seoul. The regional pattern disclosed in migration regions needs to be considered as an important human capital component for establishing the mega, polycentric regional system.
