생태 환경 공간의 생산과 그 혼종성(hybridity)에 대한 분석: 청계천 복원을 사례로

초록

본 논문은 다양한 인간 행위자뿐만 아니라 비인간 행위자 간의 다양하고 복잡한 관계를 인식하는 행위자-연결망 이론(Actor-Network Theory)을 통해 생태 환경 공간의 생산과 그것의 혼종성(hybridity)을 다면적으로 접근하는데 목적을 두었고, 이를 통해 청계천 복원을 재해석하는데 궁극적인 목적을 두고 있다. 자연과 사회의 혼종물(hybrid)인 청계천은 자연 행위자, 시대적으로 가능했던 수문·토목 기술과 함께, 서울특별시, 언론, 전문가들의 적극적인 담론의 생산과 정치, 환경보다는 개발을 우선시하는 뿌리 깊은 한국의 개발주의와 이에 상대적으로 역부족이었던 시민사회와 환경 담론의 역할, 한국의 개발주의와 신자유주의의 접목, 청계천 산업 생태계라는 다양하고 이종적인 상황적으로 맥락 지워진 행위자들과 이들의 복잡한 관계에 의해 생산된 것이라고 볼 수 있다. 뿐만 아니라 이종적(heterogeneous) 행위자-연결망 이론은 이러한 생태 공간의 생산을 고정적인 것이 아닌 계속 변화되고, 진화되어 새로운 모습으로 다시 생산되는 것임을 암시한다.

Abstract

This article introduces Actor-Network Theory which challenges the nature-society dualism, and conceptualizes multiple and relentlessly heterogenous socionatural imbrications which involve humans, nonhumans and other materials in relations that vary according to historical and social context. By adopting Actor-Network Theory as a analytical framework to examine the restoration of Cheonggyecheon, this article reinterprets the production of eco-environmental space and its hybridity. Cheonggyecheon as a hybrid (a partially natural and partially artificial object) was produced through the intermingling of such heterogeneous actors as nature (natural features of the stream, rainfall, creatures of the stream), hydrological and engineering technologies, the production and politics of discourses by the City of Seoul, mass media and experts, deeply rooted Korean developmentalism, Korean civil society, environmental discourses, neoliberalism, and the industrial system of Cheonggyecheon. Actor-Network Theory indicates that these heterogeneous actors and their interactions are continuously changing and evolving in a specific context.
