백제고도 공주·부여의 역사성 보존과 도시개발의 조화를 위한 기초조사연구: 지속가능한 발전을 중심으로

본 연구에서는 공주·부여지역의 역사성보존과 도시개발의 조화로운 추진을 위해 지속가능발전의 개념을 활용하고자 기초자료의 구축차원에서 지역민을 대상으로 설문조사를 하였다. 설문조사결과는 다음과 같다. 첫째, 지역민의 지속가능한 발전을 위한 일반적 선호도는 경제개발보다는 환경보존을 선호하는 것으로 나타났다. 둘째, 문화재보존에 대해서는 문화재를 원형대로 보존하기 보다는 문화재를 활용한 관광객의 유치 등을 통해서 지역경제 활성화를 추진해야 한다고 생각하고 있다. 특히 문화재보존을 위한 각종 규제 등으로 재산권행사의 제약이나 생활의 불편함을 감수하겠다는 의지가 부여의 경우에는 매우 낮은 것으로 나타났다. 셋째, 경제와 문화생활부문에 대한 만족도는 매우 낮았다. 넷째, 환경 및 주거부문에 대한 조사에서도 만족도가 낮은 것으로 파악되었고, 정치 및 행정적 욕구도 낮은 것으로 조사되었다. 다섯째, 백제고도로서의 자부심은 매우 높은 것으로 조사되었다. 하지만 5년 전과 비교해서 경제, 사회, 환경 및 주거, 정치 및 행정, 문화재 등 5개 분야에 대한 만족도가 완만하게 상승하는 추세를 보이는 것으로 조사되었다.
Abstract
This study deals with the results of interviews with residents of Gongju and Buyeo about how they conceive the concept of sustainable development and the effectiveness of various policies in the region. The empirical findings from the interview are as follows; Residents of Gongju and Buyeo prefer preservation of historical and cultural heritages to economic developments. According to the interviews, many residents regarded historical and cultural heritages of Gongju and Buyeo as economic assets of the regions. The survey showed that residents of Buyeo are not willing to endure various restrictions that will be imposed on the disposition of their properties. Degrees of satisfaction on the economic and cultural life are quite low. Residents are not content with environmental resources and residential services. They are however, very proud of the fact that they are citizens of ancient capital of Baekje kingdom. Compared to past 5 years, the level of satisfactions of residents on the economic, social, political and cultural life increased slowly.
