소규모 지역경제에 대한 기업투자유치의 경제성과 분석: 충북경제를 중심으로

초록

본 연구는 소규모 지역경제인 충북경제가 적극적으로 추진했던 기업투자유치의 특성을 분석하여 광역경제권과 대체 또는 보완관계의 존재 여부를 파악하고 이를 바탕으로 소규모 지역경제의 공간적 영역 설정에 활용 가능한 방안을 제시하려는 시도이다. 실증분석 결과에 의하면 기업투자유치가 충북경제의 안정성을 향상시키고, 자본재를 확충시키며, 향후 지역경제활동에 대한 긍정적인 기대형성에 기여하는 것으로 분석되었다. 그러나 충북 기업투자유치가 지역의 생산증대에 미치는 직접적인 효과는 크지 않을 뿐만 아니라 확충된 자본재로 인한 생산활동을 다른 지역경제의 중간재와 소비재에 의존하는 것으로 나타났다. 즉, 충북경제가 전략적으로 추진했던 적극적인 기업투자유치는 충북경제의 소득증대를 위한 근본적인 대안이 될 수 없는 것으로 나타났다. 기업투자유치에 의한 경제성과를 극대화하기 위해서는 기존 충북 산업구조의 고도화가 선행되어야 할 것이다. 더구나 향후 경제력을 바탕으로 한 광역경제권의 형성에 대비하기 위해서는 충북 산업구조의 고도화 과정이 다른 광역경제권과의 유기적인 관계 형성에도 기여해야 할 것이다. 이를 위해서는 향후 충북경제는 지역경제 운용의 독자성 확보, 산업간 연계성을 강화한 하이브리드(hybrid) 산업구조 구축 및 기존산업구조를 바탕으로 파급효과를 극대화하기 위한 산업전략을 수행해야 할 것이다.

Abstract

The aim of this study is to investigate an economic performance resulting from an inbound direct investment (IDI) in a small scale region such as Chungbuk province to see if substitubility or complimentary with economic regions around. If it exists spatial re-allocation of economic regions would be helpful. Empirical evidences suggested that the IDI in Chungbuk province would assist to stabilizing its economic activity, contribute to accumulation of utilizable capital, and help to forming of affirmative prospect for its economic performance in the future. However, not only direct effect to increasing in regional income is not a big deal, but also intermediate and consumption goods are induced from the outside of the region. The IDI seems not to be a crucial at this point, indeed. Instead, the IDI has to be utilized for enhancement of industrial structure in this region. This is mainly due to that the industrial structure should be enhanced in prior to induce the IDI to maximize its economic performance. Furthermore, the enhancement of industrial structure is helpful to be ready for a formation of economic regions based on economic performance. Also, inter-connectional relationship between other economic regions has to be constructed. To this end, it could be tentatively concluded that strengthening independence of its own operational regional policy, setting up hybrid industrial structure, promoting of a key industry should be weightily treated as an important regional policies in order for the enhancement of industrial structure in this region.
