초록

Uganda’s distinctive and inclusive approach towards refugees has garnered widespread recognition, despite facing internal challenges. The nation’s steadfast commitment to an open-door policy has made it the world’s third largest refugee-hosting country in 2020. Studies on refugee integration have triggered debates in Global South settings. This study aims to trace Uganda’s inclusive policies, with a particular focus on education, which functions as an indicator of the country’s intention regarding such policies. The government actively seeks both international and domestic influence, positioning itself as a leader in inclusive refugee policy. However, a notable discrepancy exists between policy design and its implementation on the ground, suggesting that Uganda’s pursuit of ‘local integration’ does not necessarily align with traditional durable solutions. Instead, it adopts a long-term policy without a clear vision for authentic refugee integration and considers the possibility of repatriation. Given the global trend towards prioritizing substantive aid over a rights-based approach, the study finds that Uganda’s potential to serve as a pioneering model for the Global South is contingent upon sustained and robust international humanitarian assistance with vigilant oversight, critical in enhancing the effectiveness of its integration policies.
