Abstract

This study examines the Government-General of Korea’s harmful birds control policy at the intersection of agricultural administration and unintended ecological effects. At the time, sparrows―identified as a major threat to grain production―were the core target of wildlife control, and their eradication to reduce losses in rice cultivation was a principal administrative aim of these control efforts. Accordingly, in the 1910s the authorities institutionalized intensive campaigns that mobilized farmers to remove not only adult sparrows but also their eggs and chicks. At the provincial level, hundreds of thousands were hunted, making a nationwide decline in sparrow populations increasingly visible. In the 1920s, however, this extermination centered approach gradually weakened. The sustainability of the labor intensive mobilization model eroded, while a more positive administrative view emerged regarding the ecological role of birds as predators of crop pests. To clarify the causes of this shift, the study examines pest outbreaks after the 1920s with particular attention to Auchenorrhyncha pests. The analysis shows that from the 1920s―when bird extermination began to recede from the center of colonial wildlife control administration―environmental factors such as rising summer temperatures brought insect infestations to the fore, and control capacity was redirected toward suppressing those outbreaks rather than exterminating birds. Behind this shift lay the recognition that aggravated pest damage, which had emerged as an ecological consequence of the sharp decline in sparrow populations, was being felt as a tangible economic cost. Taken together, the study demonstrates that, despite short-term gains, the harmful birds control policy disrupted the food web balance and conflicted with broader agricultural objectives, revealing internal limitations. By closely examining how animal control measures under a modern administrative regime clashed with ecosystem services, the study offers a framework for historical reflection on pest management in colonial Korea and provides analytical tools relevant to contemporary wildlife management debates.
