변화하는 농촌성과 지역 귀농운동조직의 대응 : 부산귀농학교를 사례로

2011년 귀농귀촌 가구가 1만 가구를 넘어서면서, 오늘날 한국사회에서 귀농귀촌은간과하기 어려운 향촌형 인구이동의 흐름이 되었다. 그러나 지금까지 귀농귀촌에 관한 연구와 정책보고서들 상당수는 이론적 뒷받침 없이 현상에 대한 연구에 집중되어 있었다. 또한 영농을 주목적으로 하지 않는 귀촌자들에 대한 적절한 설명이 결여된 것 역시 문제로 지적할 수 있다. 이에 본 연구에서는 생산주의에서 포스트생산주의로의 농촌성의 변화라는 개념틀에 기초하여 귀농귀촌을 준비하는 사람들의 귀농행태에 영향을 미치는 맥락을 이해하고자 한다. 본 연구는 사례로 지역의 귀농운동 조직인 부산귀농학교를 분석하였다. 구체적으로 이 조직의 구성과 그 구성원들의 인식의 변화과정을 추적함으로써 민간의 귀농운동조직에서 훈련받은 예비 귀농인들이 변화하는 농촌성에 대응하는 양태를 묘사하고 그에 대한 해석을 제공할 것이다.
Abstract
As the total number of household conducting back-to-the-land was over 10thousand in 2011, back-to-the-land becomes the visible trend as an in-migration phenomenon in current Korea society. Most academic studies or governmental policies on back-to-the-land or in-migration in Korea have lacked theoretical frameworks and failed to offer the relevant explanation on the persons going back countryside without the intention for Agricultural works on farms. This study aims to understand the contexts affecting in-migrants-to-be based on the frameworks of the rurality in transition. This study studies Pusan Refarm School, which is the organization dedicating to offer specialized education programs for back-to-the-land as a social movement in Pusan region. Focusing on the transforming process of the organization and its membership, this study will offer the interpretation and understanding on the responses of in-migrants-to-be educated in non-governmental organization to the changing ruralities.
