홍동면 문당리 유기농업의 형성 과정: 케이퍼빌리티 어프로치를 중심으로

충남 홍성군 홍동면 지역의 유기농업은 1970년대 중반에 시작되어 유기농업의 메카로서 우리나라 유기농업의 역사와 함께 해왔다. 본 연구의 목적은 홍동에서 유기농업이 시작될 당시 마을 단위 농민은 과연 어떠한 생각과 어떠한 과정을 거치면서 홍동 유기농업 형성 과정에 기여했는지 알아보고자 하는 것이다. 아마르티아 센(Amartya Sen)의 케이퍼빌리티 어프로치(Capability Approach)를 통해 그들이 지향했던 유기농업이 가지는 의미에 대해 살펴보았다. 홍동면 문당리 문산마을에서 유기농업을 시작했던 초기에 참여한 농가들을 조사한 결과, 홍동의 유기농업은 당시의 ‘환경과 건강에 대한 우려’로 시작되어 ‘농약과 화학비료를 대신하기 위한 시도들’이 있었다. 그러한 과정 중에 나타난 많은 시행착오에도 불구하고 ‘지역공동체로 대표되는 단합을 통한 유기농업의 지속적인 실천’, 그에 대한 결과로서 ‘홍동 유기농업에 대한 자부심과 긍지’로 이어져 지금에 이르게 되었다. 홍동 유기농업의 형성 과정은 지역공동체의 공통된 가치 및 이해가 다양한 기능(functionings)들로 구현되었다. 이를 통해 홍동만의 다양한 자생 단체들이 형성되고 그 관계망이 구조화되었다. 결국 이러한 자생 단체들의 구조화된 복합적인 기능의 구현은 지속가능한 유기농업을 가능하게 하여 홍동에서의 성공적인 유기농업의 시연으로 발전해 갈 수 있었다.
Abstract
Organic farming in Hongdong began in the mid-1970s. Since than, it has become the iconic place in the history of domestic organic agriculture in Korea. This study aimed at elucidating the contribution of indigenous farmers of the villages in the initiative and development stages of the Hongdong organic farming community with the focuses on the implication from the Amartya Sen's Capability approach. The individual farmers who initiated the organic farming in Munsan village in Hongdong implemented the organic farming during the process of 'environment and health concerns'. The concerns originated from their efforts to replace or eliminate the use of pesticides and chemical fertilizers that were toxic not only to the consumers but also to the farmers. Despite of numerous difficulties, union continued practicing the organic agriculture and eventually brought out their self-esteem and pride in Hongdong organic farming that continues to present day. During the formation of Hongdong organic farming community, a variety of ‘functionings’ have been evolved from the necessity of organic agriculture through the common values and interests of the local community. It is noteworthy that the common values, which is a metaphysical concept, have formed indigenous groups and supported such values in physical entity of various co-ops in Hongdong. The structuration and combination of these indigenous organizations contributed to the success of the sustainable organic farming in Hongdong.
