초록

최근 한국 사회에 다문화 집단-새터민, 국제결혼 가정, 이주 노동자 등-의 유입이 급격히 증가하면서 한국 사회복지분야는 새로운 도전에 직면하고 있다. 다문화집단들은 문화적 적응 스트레스를 겪을 뿐만 아니라 다양한 사회문제에 대한 ‘고위험군’의 특성을 지니고 있다는 점에서 휴먼서비스 분야의 관심을 필요로 하는데 반해, 지금까지의 서비스 실천이나 연구의 관점은 자문화 중심적이라는 비판이 있어 왔다. 소수자를 위한 사회정의라는 사회복지 가치의 실현과 서비스의 효과성을 얻기 위해서는 사회복지 서비스의 문화적 역량에 관한 심각한 논의가 필요하다. 이에 본 연구는 문화적 역량의 필요성, 문화적 역량 개념의 중심요소, 그 시행전략 등을 살펴보고, 한국 사회복지분야에 주는 함의와 제안점을 논의하였다.

Abstract

The diversification of the Korean society with a large influx of migrant laboreres, international marriages, and North Korean refugees calls for an attention to the importance of cultural competence of Korean human service sector in order to respond effectively and appropriately to emerging needs of those recent arrivals. The large number of the new groups fit characteristics of 'high risk groups' in terms of high rate of poverty, poor health and mental health status, low educational attainment, and minority status in the host society, in addition to acculturation stresses commonly experienced among immigrants and refugees. It is imperative for the Korean human service professionals, service organizations, the social work profession and the service system as a whole to adopt cultural competence as an integral element of professional competence to attain the profession's goals of social justice for the oppressed and underprivileged, and service effectiveness. The conceptualization of cultural competence and implementation strategies were discussed followed by implications and recommendations for the Korean human service fields.
