다문화교육정책 국제비교를 통한 우리나라 다문화 교육정책의 방향 모색

최근 다문화교육에 대한 관심이 높아지면서 다양한 프로그램과 정책들이 시도되고 있다. 그러나 이질적인 문화의 공존에 익숙하지 않은 우리의 상황에서 다문화교육 역시 많은 시행착오를 겪을 수 밖에 없을 것이다. 본 연구는 우리보다 앞서 이러한 문제를 겪었던 대표적인 다문화 국가들의 사례를 통해 시행착오를 줄이고 보다 효과적인 다문화교육정책을 수립하는데 시사점을 얻기 위해 수행되었다. 미주, 유럽, 아시아의 세 개 권역에서 7개 국가를 선정하여 각 국가의 사회적, 역사적 배경을 통해 현재의 다문화교육정책이 형성되어 온 과정과 여기서 드러난 문제점들을 확인하고 이를 통해 우리나라의 다문화교육에 대한 시사점을 도출하는 방식으로 연구는 진행되었다. 비교 연구 결과 다문화 교육에서 '다양성을 통한 통합'을 목표로 다른 문화에 대한 이해와 자기 정체성의 보존을 상호 존중을 통해 수행하여 시민적 통합으로 연결되는 구조를 갖출 필요성이 제기되었다. 특히 이러한 과정에서 국민적 인식의 전환을 통한 합의의 수준을 확보하는 것이 가장 근본적인 정책적 과제로 설정될 필요가 있다. 다문화교육의 가장 큰 딜레마라고 할 수 있는 동화주의와 다문화주의, 통합과 차이의 균형점은 결국 이러한 시민의식의 전환이 있어야 비로소 획득될 수 있을 것이다.
Abstract
As the number of immigrants increased, the needs for multicultural education also expanded in korea these days. But this 'multi-cultural situation' is not that familiar for korean. The purpose of this study is to get more sophisticated understandings and ideas for multicultural education policy by researching the experiences and policies of former multi-culturalized countries. In this study, we picked 7 countries from american, european, asian areas which could be model cases for multicultural education. By searching the social, historical environment and multi-cultural education policies of these countries we can identify some essential points for effective education. The balance between 'unification' and 'differentiation' must be the main dilemma for multi-cultural education policy. 'unification by differentiation' could be achieved by 'coordination of citizenship' which supported with mutual respect for other cultures and his own culture. Most of all, establishing a solid agreement of people for multi-cultural society is important. Multi-cultural education is not just for outsiders, but for insiders, too.
