Abstract

The purpose of this study is to present primary data that is necessary to strengthen the expertise of child protection service agency practitioners. Specifically, the study aims to present case management competency, in line with the transition from child protection agency to in-depth case management institution. To this end, the “developing a curriculum” (DACUM) method, which is widely used for job analysis, was used to confirm the necessary competencies (knowledge/skill/attitude) for each task child protection agency practitioners perform. First, the case management competency of child protection agency practitioners is identified using the method above and is characterized by a detailed classification of practitioners’ competency as it relates to the provision of direct services, with emphasis on said competency as it relates to the association between child protection agencies and local child protection teams (especially child abuse officials). Second, a survey focused on the tasks and necessary competencies required for working-level child protection agency officials was conducted. Through the online survey, the importance of each task, the frequency of task performance, task difficulty, the importance of the necessary competencies (knowledge/skill/attitude) needed to complete a task, and the need for education were assessed. The survey’s results showed no significant difference between the six tasks assessed. However, relatively frequently performed tasks were assessment and service provision (intervention) tasks. These were perceived as important and a little more difficult than other tasks. In the task difficulty perception, service provision (intervention) tasks, understanding of child behavior problems was emphasized and it was indicted that more education is needed on these competencies. In addition, the task of establishing case management plans needs an understanding of case processing procedures and court dispositions, family-oriented practice, case management plans based on needs, and smooth communication between child abuse officials and child protection counselors. In the closing task, the skills to cope with complaints, the ability to determine whether to terminate counseling, the risk and protective factors, and the handling of closing issues were emphasized and the relevant education was desired. Based on these results, measures were proposed to improve the expertise of child protection practitioners.
