중소도시 지역 아동보호전문기관 상담원의 사례관리 경험에 대한 탐색적 연구

본 연구는 대도시에 비해 상대적으로 자원과 인력이 부족하고 서비스 이용을 위한 접근성에 어려움이 많은 중소지역의 아동보호전문기관 상담원을 대상으로 사례관리 경험에 대해 심도 있게 살펴보고자 하였다. 이를 위해 수도권을 제외한 지역에서 상대적으로 관할지역 수가 많은 중소도시 지역 내 아동보호전문기관 8곳을 선정하여, 관련 업무를 3년 이상 수행한 상담원급 이상을 일대일로 심층 면접을 진행하였다. 연구 결과 ‘아동보호전문기관의 관할지역은 넓고 할 일은 많다’, ‘작은 지역의 폐쇄성과 대상자들의 비자발성은 아동보호서비스를 더 어렵게 하고’, ‘진정한 사례관리를 위해 지역 내 서비스 기관에게 손을 내밀어보지만 때로는 허망한 손’, ‘공공화로 인한 무변화와 진척의 과도기에 서서’의 4가지 주제로 아동보호전문기관 상담원의 경험을 분류할 수 있었다. 이와 같은 연구결과를 근거로 하여 실천적 및 정책적 제언을 논의하였다.
Abstract
This study was intended to examine the case management experience of counselors at child protection service(CPS) agencies in small and mid-sized cities that lack resources and manpower compared to large cities and have difficulties in accessing services. To this end, 8 CPS agencies in small and mid-sized cities with a large number of jurisdictions were selected for individual in-depth interviews with counselors. As a result of this study, the following 4 major themes were derived.: ‘The jurisdiction of CPS agencies is wide and there are a lot of things to be done’, ‘The closure of small areas and the involuntariness of the clients makes it more difficult for CPS agencies to provide services’, ‘CPS counselors reach out their hands to local service agencies for true case management, but sometimes their hands are in vain’, ‘CPS is in a transitional period of no change and progress due to the publicization of child abuse investigations’ Based on these research results, this study proposed practical and policy-level recommendations.
