정치교육의 재구조화 방안 - 입법 중심의 고등학교 『정치와 법』

고등학교 교육과정에서 정치와 법은 교육과정 시기별로 다른 형태로 나타난다. 제7차 교육과정에서 『정치』와 『법과 사회』로 분리되었다가 2009 개정 교육과정에서 『법과 정치』로 다시 통합되었다. 최근 개정된 2015 개정 교육과정에서는 『정치와 법』으로 과목 명칭을 바꾸었지만, 기본적으로 정치와 법 내용이 반으로 분할된 형태의 과목이다. 이러한 형태의 통합을 특징으로 하는 『정치와 법』 과목은 내용의 분절성, 학습 요소의 과다와 같은 문제로 인하여 비판을 받고 있다. 본 연구는 그러한 결함을 극복하기 위한 대안으로서 입법교육을 통합의 준거로 삼는 새로운 『정치와 법』내용 체계를 제안한다. 입법을 중심에 둔 교육과정은 정치학과 법학으로 구분된 현행 교육과정을 유기적으로 재구조화하기에 적합하고, 학생들의 참여 경험을 촉진함으로써 인지적 학습은 물론, 가치와 태도 측면에서 시민성을 함양하기에 유리하다는 장점을 갖는다. 새로운 관점에서 제안한 내용 체계가 향후 『정치와 법』 교육과정 개선을 위한 출발점이 될 수 있기를 기대한다.
Abstract
In the high school curriculum, politics and law appear in different forms at different periods of the national curriculum. It was separated into 『Politics』 and 『Law and Society』 in The 7th Revised National Curriculum, and it was reintegrated into 『Law and Politics』 in The 2009 Revised National Curriculum. In The 2015 Revised National Curriculum, the title of the course was changed to 『Politics and Law』, but it was basically a subject in which politics and law content were exactly divided in half. The 『Politics and Law』, which features this type of integration, has been criticized for defects such as fragmentation of content and excessive learning elements. This study suggested a new 『Politics and Law』 content scope and sequence that takes ‘Legislative Education’ as a basis for integration as an alternative to overcome such deficiencies. The legislation-centered curriculum is suitable for organically restructuring the current curriculum and promotes the participatory experience of students to cultivate citizenship in terms of value and attitude as well as cognitive learning. This study believes that the proposed contents scope and sequence from a alternative point of view will be a starting point for the improvement of the curriculum of 『Politics and Law』 in the future.
