사회적 벤처는 혁신형 사업모델을 구현하여 사회적 목적과 경제적 가치라는 혼합가치(Blended Values)를 추구하는 기업이다. 사회적 벤처의 혼합가치 추구에 공감하고 지원하는 투자형태를 ‘임팩트 투자’(Impact Investment)라고 한다. 광범한 민간투자를 통해 사회적 벤처의 자본조달이 가능하도록 하기 위하여 ‘사회적 증권거래소’ 등 투자 활동의 플랫폼이 갖춰져야 하며, 이를 위하여 금융전문 중간조직의 활성화와 투자자를 위한 세제 혜택 등이 마련되어야 한다. ‘사회적 증권거래소’는 임팩트 투자 생태계의 중요한 요소로서, KONEX의 제도와 법적 환경을 검토하여 국내 ‘사회적 증권거래소’ 설립의 가능성을 살펴보았다.
Abstract
This study examines how ‘Impact Investment’ has been developed from ‘Venture Philanthropy’ and ‘Philanthropic Investment’, which have supported social ventures by bringing management consulting capacity as well as financial investment. Elements of ecosystem of impact investment are elaborated. This study looks at how social ventures can be promoted through the perspective of Impact Investment; and elaborates policy tools which include creating a new capital market, ‘social stock exchange’ and broadening tax incentives for impact investors. Finance Intermediaries need to be established to support impact investment by bridging social ventures and impact investors, building evaluating tools for social impact which social ventures are creating, and providing information and transparency of social ventures for investments. The possibility of utilizing KONEX as ‘social stock exchange’ has been examined; and there are quite a few positive elements that allow policy makers to look into more legal and policy elements of KONEX to promote impact investment in KONEX.
