우리 사회는 지금까지 발달된 정보통신기술을 활용하여 사회 통합을 이룩하고 디지털 민주주의를 구현하기 위해 많은 노력을 기울여 왔다. 그것은 구체적으로 전자행정부와 전자민주주의를 구축하려는 제도적 노력과 정보격차를 해소하여 모든 국민의 보편적 접근을 달성하려는 기술적·경제적 노력으로 진행되어 왔다. 그러나, 이제 디지털 정책은 하드웨어, 소프트웨어 중심의 접근에서 벗어나 휴먼웨어 중심으로의 접근 즉, 경제적･제도적 접근에서 가치･문화적 접근으로 변모를 꾀해야 할 시기이다. 달리 말하여 향후 우리 사회의 주요 과제는 디지털 시민의식의 함양을 통해 민주주의의 질적 고양과 사회 통합을 증진시켜 나가는 것이 될 것이다. 이러한 상황에서 디지털 환경하의 이상적인 시민의식을 규정하고, 디지털 시민의식의 유형을 구분하여 검토하는 것은 매우 의의가 있는 일이다. 디지털 시대의 이상적인 시민은 지식, 가치･태도, 기능의 세 가지 측면에서 규정될 수 있으며, 디지털 시민은 8가지 유형으로 구분될 수 있다.
Abstract
Our country has endeavored to achieve the social integration and to enhance digital democracy through information communication technologies(ICTs). Most of the efforts have concentrated on the establishments of political and administrative institutions or processes and on the overcome of the digital divide. However, if we are to consolidate democracy, it is crucial to develop digital citizenship which is demanded in the information age. In other word, it is high time to change the focus of researches from institutional to cultural. In this paper, I proposed an ideal digital citizenship composed of three elements; knowledge, value and attitudes, and skills and suggested 8 types of digital citizenship.
