정보사회의 고도화와 온라인상에서 활발한 상거래는 정부에서도 전자조달에 대한 관심과 활용이 증대하고 있다. 정부의 조달업무를 투명하고 전문화시켜 획기적으로 그 효율성을 제고하고자 추진된 나라장터는 전자정부 서비스의 대표적인 성공 사례로 평가되어 왔다. 그러나 실제 전자조달 시스템의 기능과 역할에 대한 체계적인 분석을 통한 평가는 상대적으로 미흡한 것이 사실이다. 따라서 본 연구에서는 우리나라 전자조달시스템에 대한 평가를 주요 선진국에서 구축한 정부조달시스템과의 비교를 통한 평가를 활용성의 측면에서 그 분석기준을 설정하고, 이를 통해 미국, 호주, 뉴질랜드 3개국의 정부조달시스템과 비교분석하였다.
Abstract
There are increasing interests and applications of e-procurement by governments along with active e-commerce by the private sector in an advanced information society. The Korea Online e-Procurement System is recognized as a successful case of enhancing the procurement process efficiency substantially by making it transparent and professional. An analytic work is needed to systematically assess functionality and role of the system. This study develops assessment criteria and compares the Korean system with its counterparts in the U.S.A., Australia, and New Zealand.
