정보화마을사업은 지역정보네트워크사업을 참고하여 정보화에 취약한 농산어촌에 정보기반 구축과 지역주민의 활용역량을 배양해주는 사업으로 2001년부터 전국에 363개 마을이 조성되었다. 지난 10년의 추진과정상의 특징과 성과를 보면 정보격차해소에서 출발하여 경제적인 자립으로 진화하는 과정을 거쳤다. 이러한 관점에서 정보화마을사업을 기존의 지역정보네트워크사업과 비교해보면 기존의 지역정보네트워크사업이 현재 방향성을 잃거나 일부의 경우 정체하고 있는 반면에 정보화마을사업은 진화하면서 차별성이 나타나는 새로운 국면을 맞이하고 있다. 이러한 변화는 향후 지역정보네트워크사업의 방향성을 논의하는 대안으로 평가될 수 있을 것으로 기대되는 측면이 있다. 이 연구는 정보화마을사업이 추진된 사업의 내용과 변화, 그리고 이로 인한 성과를 살펴보고, 주요 지역정보네트워크사업의 현재 모습과 비교를 통해 정보화마을사업의 발전이 갖는 의미, 그리고 이에 대한 시사점을 제시하고 있다.
Abstract
The INVIL(Information Network Village) is a new community network project establishing self-sustainable village communities that are capable of continued growth by creating information network environments and improving the income of residents through e-commerce in agricultural, fishing, and mountain regions usually excluded from information networks. 363 villages have been created and are operational since 2001. For the past 10 years, the INVIL project has experienced continued growth by meeting the demands of the times. The Korean effort to build the INVIL project is both similar to and different from the Community Network Movement in the United States. This article discusses the INVIL project and the selected Community networks and explores the meanings and implications of future development.
