공공기관의 빅데이터 성숙도 진단모형 개발 및 적용에 관한 연구

초록

본 연구에서는 본격적인 빅데이터 시대를 맞이하여 민간기관에서 개발･활용되고 있는 빅데이터 성숙도 모형을 바탕으로 공공기관에 적용가능한 빅데이터 성숙도 모형을 개발하고 타당성 검증을 위해 경기도에 시범 적용하였다. 민간기관의 빅데이터 성숙도 모형은 데이터, 기술, 인력의 3개 차원에 주 초점을 맞추고 있지만, 본 모형은 빅데이터 정책 수립, 법제도 정비, 조직 및 거버넌스 구축 등의 3개 차원을 추가하여 총 6개 차원으로 구성하였다. 빅데이터 성숙단계는 빅데이터 인지기, 시작기, 본격투자기, 전략적 활용기, 최적화기의 5단계로 설정하였다. 각 차원은 3~4개의 핵심 지표로 구성하여 6개 차원에 걸쳐서 총 20개의 지표를 설정하였다. 경기도 시범적용 결과 데이터와 기술 등 2개 차원은 인지기를 지나 출발기에 있으나, 법제정비, 정책, 조직, 인력 등은 도지사의 정책공약 실현 차원에서 강력하게 추진되어 3단계인 본격투자기에 접어든 것으로 나타났다. 6개 차원을 종합한 전체 점수는 41.7점으로서 3단계인 본격투자기에 막 접어드는 수준이다. 또한 본 모형은 빅데이터의 각 차원에서 현재의 수준과 앞으로 나아갈 방향을 파악하는데 매우 유용하며, 빅데이터 정책을 종합적 시각에서 이해하는 데도 효과적이라는 것을 알 수 있었다. 향후 본 모형은 좀 더 많은 기관들에 적용을 거쳐서 지속적으로 수정･보완될 필요가 있으며, 완성도가 높아질 경우 빅데이터 정책을 준비･시작하거나 또는 본격적으로 추진하고 있는 공공기관들에 빅데이터 정책의 다양한 차원들에 대한 이해를 높이고, 현재의 위치와 향후 나아갈 방향을 제시하는 데 유용한 도구로 활용될 것이다.

Abstract

Today most public organizations are preparing for big data policies or already implementing them to improve their productivity, efficiency, effectiveness and transparency in work process, public service delivery and problem solving. But a big data policy itself is very complex and difficult because it contains various factors such as data, technologies, people, laws, institutions, organizations, and governance. To succeed in our big data journey, we should be able to answer to the following questions. “Where are we now (the “As Is” state)?” “What is the desired destination (the “To Be” state)?” “What is our relative maturity compared with our peers?” “What will the Big Data journey look like?” “How can we build a road map?” The best way is to use a Maturity Model. So, I developed a Big Data Maturity Model for public organizations and applied it to GYEONGGI PROVINCE in Korea to test it’s validity. Though it is a test version, the model will be very useful to guide public organizations to the big data world with some modifications. If we continuously apply the model to various public organizations such as the central government, local governments, independent agencies and public enterprises, it will help to develop a better version of the Big Data Maturity model.
