태국 선거과정의 변화와 지속성 : 2005년 하원의원선거를 중심으로

Abstract

The purpose of this study is to review the electoral process of the 2005 parliamentary election in Thailand, and to analyze the change and continuity of the electoral problems that have been fingered at by many scholars and experts on the electoral politics in Thailand. This study analyzed the electoral process by three analysis levels: institution, political party and candidate, and the electorate. In so doing, it tried to research the impacts of the recent progress in the electoral politics in Thailand upon its democratic development. Analyzing the electoral process of the 2005 election, this study was able to find that it went through somewhat changes in a positive direction even though some problems in the process remained intact. At the institutional level, the 2005 parliamentary election in Thailand was held much more fairly. But, it was partly pointed out that the election commission was not hold a neutral and unbiased position. At the level of political party and candidate, corruptive behaviors such as vote-buying declined significantly thanks to the heightened level of government and civil society's vigilance. But this study found that party-oriented or policy-oriented electoral campaigns were rare due to the fact that each party failed to provide a clear platform. At the electorate’s level, the electorate in Thailand showed some sign of progress with respect to political indifference, low turnout rates, and candidate-centered voting behaviors. But this study also found evidence that many problems in the behaviors of the electorate still remained.
