Abstract
This article explores the role and limitations of compliance regime or program established in the Vietnamese garment industries in terms of Corporate Social Responsibility(CSR). CSR refers to the contributive activities that companies do for the civil society or communities ethically imagined and defined. Compliance regime(program), in its narrow definition, means the recognition, institutions, and practices inside and outside a company(factory) that examine and inspect its work condition and production environment. This article presupposes that, regardless of the moral implication of CSR, the fundamental and basic way of practicing it is to provide workers the financial conditions and work environments that allow them to live in a more “humane” circumstances. It is neither right nor reasonable that companies boast their CSR activities for outside worlds without paying proper wages and improving unfavorable work conditions for their own workers. Based on the critical perspective, this article examines a compliance program called Better Work Vietnam(BWV) that is popular among garment factories in Vietnam and evaluates its activities, effects, and limitations in terms of implementing CSR. While taking the cases of Korean garment factories in Dong Nai and Binh Duong provinces of south Vietnam, this article attempts to show whether or not BWV actually results in the improvments of workers’ living conditions and working environments and discloses reasons why BWV is not able to fully achieve its original purpose as an innovative compliance program. As a result, this article argues that a compliance program must understand the distinctive political structure and processes in so-called ‘factory regimes’ to fulfill its original purposes. If a compliance program such as BWV is incapable of recognizing the politics of managers and workers, it is unlikely to properly reflect CSR stakeholders’ desires and viewpoints and thereby fails to facilitate their mutual cooperation as well as the workers’ living conditions and work environments as it originally intends to do.
