Abstract
[Purpose] This study empirically investigates the combined effects of the COVID-19 pandemic and Japan’s export restrictions on cost behavior in Korea’s materials, parts, and equipment (MPE) industry. Specifically, the study examines how changes in sales impact cost of goods sold (COGS), selling and administrative expenses (SG&A), and research and development (R&D) expenditures, while identifying differences in cost behavior across sub-industries. The research aims to provide policy implications to strengthen the competitiveness of the MPE sector. [Methodology] Using panel data from 13,171 firm-year observations of listed MPE companies in Korea from 2014 to 2023, this study adopts and extends the cost stickiness model of Anderson et al. (2003). The analysis focuses on COGS, SG&A, and R&D expenditures as dependent variables, incorporating control variables such as asset intensity, employee intensity, and R&D intensity. The impact of the COVID-19 pandemic is captured using a dummy variable to distinguish pre- and post-pandemic periods. [Findings] The COVID-19 pandemic significantly influenced the cost behavior of the MPE industry. During sales declines, COGS and SG&A exhibited sticky cost behavior, while R&D expenditures displayed asymmetric behavior in certain firms, reflecting countercyclical adjustments. In contrast, non-MPE firms demonstrated more flexible cost adjustments to changes in sales, highlighting differences in cost structure and managerial strategy. These results suggest that MPE firms prioritized resource retention over reduction to sustain technological competitiveness and long-term viability. [Implications] First, the findings confirm the effectiveness of government R&D support policies in enhancing the MPE sector’s long-term technological competitiveness during external shocks. Second, by comparing the cost flexibility of non-MPE firms, the study emphasizes the need for tailored policies that address industry-specific cost structures during crises. Finally, the results provide global insights applicable to industries with high external dependence, highlighting strategies to enhance resilience under economic uncertainty.
