Abstract
The concept of energy justice consists of distributional justice, procedural justice, recognition justice, and intergenerational and interspecies equity concepts based on the discussion of environmental justice. Distributive justice relates to the problem that the benefits and burdens of the energy system are physically unequally distributed, and procedural justice relates to requests for access to information on energy issues and meaningful participation in energy decisions. Recognition justice calls for recognizing and respecting the diversity of needs and rights and experiences of those affected by energy decision. Intergenerational equity and interspecies equity resulting from the impact on the non-human world and future generations from the profound influence of the modern energy system also constitute the concept of energy justice. Applying these four concepts to the ‘Renewable Energy 3020 Implementation Plan’, which is an energy transition policy, and evaluating the policy, the plan was strengthening energy benefits and cost inequality in rural and urban areas from the point of view of distributional justice. From the point of view of procedural justice, it was found that the participation of citizens in policy making was not guaranteed and the participation systems was not functioning properly. It was also found that the plan was not established reflecting the perceptions and experiences of various members of society from the viewpoint of recognition justice. Because the elements of intergenerational and interspecies equity were not sufficiently reflected in the plan, there was a risk of environmental loss due to the expansion of renewable energy facilities, and it was also found that countermeasures were not properly prepared. Through this application, it can be seen that the concept of energy justice can be used as a policy evaluation framework.
