Community business support projects began in 2010 to revitalize a local community of stagnating cities and create an independent economic ecosystem. The purpose of this study is to examine the political limitations of community business support projects and to propose a new policy model through the introduction of a concept of Co-creation that embraces opinions from a variety of external participants. For this purpose, the paper analyzes interviews and literature materials collected from village companies in the Busan/Gyeongnam region in Korea as a research subject based on grounded theory and proposes a paradigm model. This study has academic contributions in that it provides a methodology of Co-creation that is applicable to community business development projects through theoretical consideration on new public management theory and new governance. This study has practical contributions in that it clarifies the political problems facing current community business support policies through a quantitative study, and it proposes a model for improving the collaborative structure between the government and private sector.
