섬 지역 지방자치단체의 기업 유치 실태와 활성화 방안 - 완도, 진도, 신안을 중심으로 -

초록

본 연구는 섬 지역의 지방자치단체가 기업 유치를 활성화하는 방안을 모색한다. 섬 지역 지방자치단체의 기업 유치 실태를 분석하고 자치단체 간의 유치실적 차별성 원인과 특성을 파악하여 향후 투자유치의 활성화를 위한 방안을 제시한다. 구체적으로 본 연구는 문헌 및 지방 정부 공공자료에 대한 분석을 통해서 기업 유치의 실적을 투자협약 횟수, 투자협약 업종, 투자협약 규모(면적 및 금액) 측면에서 조사하고, 섬 지역 지방자치단체의 기업 유치 여건을 토지, 교통 및 인프라, 노동력, 집적경제, 행정지원 측면에서 분석하여 자치단체 간의 차별성 원인과 특성을 밝히고자 하였다. 조사 결과 섬 지역 지방자치단체의 기업 유치 특성은 제한된 입지 여건, 자원 제한적 투자유치, 행정 의존적 투자유치가 제시되고 이에 따른 투자유치 활성화 방안으로 지역 자원 제한을 극복한 산업의 다양성 전략, 인프라 개선과 디지털 전환을 위한 노력, 지역 기업가를 중심으로한 투자 유치 전략, 단체장의 기업유치 의지와 행정조직 운영, 지역의 삶의 질 제고 등이 제시된다. 연구의 결과는 섬 지역에의 기업 입지 요인을 확인하는 학술적 의미와 더불어 섬 지역 지방자치단체의 기업 유치 전략 개선에 대한 정책적 의미를 부여한다.

Abstract

This study seeks ways to promote the attraction of businesses in island local governments. We analyze the status of corporate attraction by local governments in island regions, identify the causes and characteristics of differences in attraction performance among local governments, and propose measures to revitalize investment attraction in the future. Specifically, through analysis of literature and local government public data, this study investigates the performance of attracting companies in terms of the number of investment agreements, the type of investment agreement industry, and the size of the investment agreement (area and amount), and attracts companies from local governments in island regions. As a result of the survey, the characteristics of island local governments in attracting businesses are limited location conditions, resource-limited investment attraction, and administration-dependent investment attraction. Accordingly, measures to stimulate investment attraction include discovery and support of specialized industries, infrastructure improvement and digital transformation, and local entrepreneurs. It proposes targeted education and support for entrepreneurship and management, strengthening international connectivity, and improving the quality of local life. The results of the study have academic significance in identifying factors for corporate location in island regions, as well as policy implications for improving the corporate attraction strategies of local governments in island regions.
