노인복지관과 경로당 이용형태에 따른노인의 특성과 정책과제

본 연구는 노인복지관과 경로당의 이용형태를 노인복지관만 이용하는 노인, 경로당만 이용하는노인, 두 시설을 모두 이용하는 노인과 두 시설 모두를 이용하지 않는 노인으로 4분류하여각 집단의 특성과 차이를 분석하고, 그 결과를 기초로 노인여가복지정책에 대한 전략을 모색하였다. 연구 자료는 2014년도 노인복지실태조사에서 사용된 자료를 한국보건사회연구원으로부터허락을 득하여 재사용하였으며, 총 10,279명이 분석에 이용되었다. 연구 결과 우리나라 노인들은노인복지관보다 경로당을 더 많이 이용하고 있었고, 최근 10년 동안 노인복지관 이용률은증가하고 있는 반면, 경로당 이용률은 감소하고 있는 것으로 조사되었다. 노인복지관과 경로당이용형태에 따른 노인 집단 간 차이에 대한 분석 결과, 1개 변수(친인척수)를 제외하고 나머지변수에서 차이가 유의한 것으로 나타나, 이용형태에 따른 노인 집단 간 인구, 사회, 경제, 사회적 교류 및 건강상태에 있어서 현저한 차이가 발견되었다. 즉 노인여가복지시설 이용노인의사회계층화 현상이 뚜렷하였다. 두 시설을 모두 이용하지 않는 노인은 노인복지관만 이용하는노인과 다방면에서 상당히 유사하며 가장 좋은 상태에 있었고, 경로당을 이용하는 노인이가장 취약한 상황에 처해 있었다. 연구 결과를 기초로 향후 노인여가복지시설에 대한 운영및 정부의 정책노선에 참고할 수 있는 전략을 소개하였다.

Abstract

This study aims to investigate the characteristics of the communitydwelling older Koreans, in patterns of using leisure facilities. It analyzes them in four different categories: those who use senior centers only, Kyungrodang only, who use both facilities, and who does not use any of the facilities. The data were drawn from the 2014 National Survey on Welfare Status of the Elderly, conducted jointly by the Korean Ministry of Health and Welfare and the Korea Institute for Health and Social Affairs. Data on 10,2 79 i ndividuals a ged 65 y ears a nd o ver demonstrates t hat the Kyungrodang was more popular than the senior center(26.0% vs. 8.9%). Through the last decade, the utilization rate of senior center sought increase, while that of Kyungrodang has decreased. Except for one variable(number of relatives), significant group differences have been found from the 13 selected variables including socioeconomic factors, social interaction, and health status. In other words, a very severe social stratification was witnessed among the groups. Those who use senior centers and those who do not use any facilities were very similar in good terms of the variablesmentioned above. On the other hand, the Kyungrodang users were in the most vulnerable situation. The study presents strategies for improvement of leisure welfare policy and field practice.
