Abstract
The goal of this paper is to analyze Kim Josoon's actions in the early years of the Sunjo reign through his Resignation petition (辭疏) to organize a three-dimensional picture of him as a statesman. This paper analyzes four cases of Kim Josoon's affairs divided into three periods: (1) before the Samgantak (三揀擇), the reform period, (2) after the national marriage (國婚), and (3) the Sunjo Chinjeong (親政) period. Kim Josoon was the son of a prestigious family and a favorite of King Jeongjo. In the process of discussing the marriage ceremony with the royal family in 1800, Jeongjo decided on a marriage target by mobilizing various rationales, but the ceremony was postponed due to Jeongjo's sudden death. In the Resignation petition (辭疏) of 1801, Kim Josoon requested the resignation of Minister of Personnel (吏曹判書) and Commander of the Jangyongyeong (壯勇大將), and in the case of Commander of the Jangyongyeong, gave the reason that he could not take over because he was not the qualified person, which was a request for the continuation of the state marriage. In the Resignation petition of 1802, Kim Josoon formal requested the resignation of several ministerial positions. Noteworthy was the king's request, which was only recorded in the Hoonguk transcription At that time, the range of government offices that could be held by the state had been expanded by the precedent of Seopyeong Buwongun (Han Jungyeom), Gwangseong Buwongun (Kim Manki), and Yeoyang Buwongun (Min Yoojung). Based on this, Sunjo laid the grounds for Kim Josoon's appointment. In the Resignation petition of 1803, Kim Josoon chose a high position and raised a Resignation petition based on the theme of retirement to the countryside (落鄕) in order to escape from the order of the adjustment. Sunjo authorized Kim Josoon to hold a dual position in order to favor him as a general in the future. In 1804, Empress Jeongsoon (貞純王后) died, and Sunjo began a pro-regency. Her authority was dismissed on the grounds that she had interfered with the state marriage, followed by a sit-in by the Byeok faction (僻派) led by the Gyeongju Kim clan. Under the harsh circumstances, Empress Jeongsoon personally spoke out in favor of her nephew, Kim Nochong (金魯忠). In this situation, Kim Josoon was the person directly involved in the case, so according to custom, he was supposed to raise a Resignation petition immediately after being denounced, but he showed the utmost restraint. To summarize, Kim Josoon's Resignation petition such as the one above had a common characteristic of timeliness. This was in line with King Sunjo's underlying intentions while maintaining the legacy of King Jeongjo, so Kim Josoon, who was in his mid-30s at the beginning of Sunjo's reign, was already a seasoned politician.
