기초노령연금이 수급가구의 소득과 소비에 미친 영향: 회귀불연속설계 접근

초록

이 연구는 2008년 도입된 기초노령연금제도의 효과성에 대한 선행연구가 주로 빈곤완화효과에 주목하고 있지만, 기초노령연금의 도입취지인 노인의 생활안정과 복지향상이라는 목적이 어느 정도 달성되었는지를 평가하기 위해서는 소득과 소비지출을 기준으로 하고 적합한 방법론으로 효과성을 추정해야 한다는 문제의식에서 출발하였다. 그래서 본 연구는 준실험방법 중 하나인 회귀불연속설계의 모수추정과 비모수추정을 실시하고 그 결과를 비교하였다. 정책효과를 추정하기 위한 소득과 소비의 분석결과, 기초노령연금의 수급에도 불구하고 수급가구는 비수급가구에 비해 가처분소득과 소비지출수준이 낮았다. 이와 같은 결과는 기초노령연금의 수급이 저소득층 노인가구의 생활안정과 복지에 기여하지 못하였음을 의미한다.

Abstract

The goal of this study is to evaluate how the basic senior pension, established in 2008, affected household income and consumption expenditure. By adopting the regression discontinuity design approach the presented evaluation results allow us to draw that recipients did not outstripped non-recipients in terms of disposable income and consumption expenditure, which forced recipients to more engage in labor market. Consequently, this study shows that the basic senior pension did not accomplish its policy goal of providing basic standard of living to all senior citizen earning less than the minimum cost of living.
