금융배제가 중요한 사회적 문제로 대두되면서 정부는 2000년대 중반 이후부터 여러 가지 정책을 수립하여 집행하고 있다. 금융배제 문제를 완화하게 위해 적지 않은 자금을 공급하였지만 대부업의 지속적인 성장에서 보듯이 뚜렷한 정책효과를 거두지 못하고 있다. 여기서 우리는 금융배제에 대한 대책이 자금공급의 확대만으로는 충분하지 않다는 것을 확인할 수 있다. 이러한 문제의식에 입각하여 이 논문에서는 금융협동조합의 경우 협동조합적 방식으로 이 문제에 대처할 필요성이 있다고 주장한다. 지역사회개발을 위한 적극적인 개입이 그것인데, 그것은 금융배제에 대한 근원적인 해결책의 하나라 할 수 있다. 다른 한편 그것은 금융협동조합으로 하여금 자신의 정체성을 회복하는데 중요한 기여를 할 수 있을 것이다.
Abstract
Since the mid-2000s, financial exclusion has become a social issue in Korea. Although Korean government has supplied a lot of money to solve the issue, it cannot be said to have borne any fruitful effects. This has left room for doubt that mere financial support cannot be a comprehensive and effective countermeasure against the financial exclusion problem. This paper argues that the financial cooperatives need to respond to the issue in a cooperative way. The key principle is to participate in the regional community; it could be one of the fundamental solutions to the financial exclusion. On the other hand, that principle will help the financial cooperatives to restore their identity.
