부산지역 구군별 일자리 창출과 소멸의 구조와 특징: 고용보험DB를 이용한 분

본 연구는 고용보험DB의 원자료를 이용하여 구축한 “고용주-종업원 동시패널” 자료를 이용하여 부산지역의 16개 구군 수준 지역 노동시장별 일자리 변동의 특징을 검토한다. 본 연구는 구군 수준에서 일자리 창출과 소멸의 동학을 분석한 최초의 연구라는 의의를 가지며, 주요 발견을 요약하면 다음과 같다. 첫째, 2004년-2010년 기간에 부산지역 일자리 변동은‘높은 일자리 변동 - 낮은 일자리 순창출’이라는 특징을 보인다. 둘째, 부산은 서울 및 전국평균에 비해서 창출된 일자리의 안정성은 낮고 소멸된 일자리가 일정 기간에 경과한 후에도 소멸 상태로 남아 있을 확률이 높은 특징을 보인다. 셋째, 부산지역은 인적․사업체 특성과 일자리 변동 동학에서 이질적인 하부 지역노동시장으로 구성되어 있다. 이와 같은 발견은 부산지역 노동시장의 특징을 이해하기 위해서는 구군 수준의 하부지역 노동시장별 분석이 필요하다는 것을 시사한다.
Abstract
Using the employer-employee panel data drawn from the employment insurance administrative DB, this study examines and compares the characteristics of job creation and destruction by the 16 Gu/Gun districts in the Busan area. The main findings of this sutdy are as follows; First, during the years 2004-2010, Busan is higher in job reallocation rate but lower in net employment growth rate, compared to those of the Seoul area and the national average. Second, while the destroyed jobs in Busan show strong persistence, the persistence rate of the created jobs is relatively lower in Busan, compared to Seoul. Third, Busan consists of the considerably different 16 sub-districts(Gu/Gun) in the aspects of the dynamics of job creation and destruction as well as the personal and firm’s characteristics.
