Abstract
The nuclear licensing system for special radioisotope handlers in Korea has provided medical institutions with qualified professionals who can safely use radioisotopes on the human body. However, since the system was introduced and has operated for > 60 years without significant changes, problems have emerged that do not sufficiently reflect the changing medical environment, including differences in the characteristics of radiation use between nuclear medicine and radiation oncology, nature of special licenses, role of radiation safety directors, and limitations of the radiation safety management systems. Here, we propose the following changes to the special licensing system for radioisotope handlers; redefining the role of radiation safety directors, incorporating radiation safety management into residency training programs, and dividing the duties of radiation safety directors according to the source type. Such system improvements may be consistent with the original purpose of the special license; the safe medical use of radioisotopes in the human body and establishment of an effective radiation safety management system that reflects the changing medical environment.
