초록

The periodic inspection system for radiation utilization in the Republic of Korea has remainedunchanged for the past 40 years. This has led to structural rigidity and fixed inspection cycles that have becomeproblematic given the current context of technological advancements and the increasing use of radiation. Additionally, the tables of safety performance evaluation for licensees and delegated operators have not been updated in a longtime, resulting in many items that do not align with the current radiation utilization situation. This inadequacy hindersan accurate assessment of practical radiation safety management capabilities and limits the ability to address newsafety issues and technological changes. In contrast, in France and Canada, periodic inspection cycles in radiationutilization are not legally fixed. Instead, they are established and managed independently by nuclear regulatorybodies. This flexible approach to periodic inspection cycles could serve as a potential model for Korea, wherethe number of inspections continues to grow while resources and human resources remain limited. The proposedimprovements to the periodic inspection system for the radiation utilization sector outlined in this study are expectedto enhance the efficiency and reliability of the radiation safety management framework. These improvements aim toincrease the operational efficiency of periodic inspections while maintaining high safety standards.

Abstract
