초록
This study investigates the quantitative impact of external wake effects and inter-farm spacing within large offshore wind cluster zones, with emphasis on the Shinan Cluster, Korea. As Korea pursues government-led planned site development under the upcoming Offshore Wind Special Act, the spatial clustering of multiple wind farms poses concerns regarding external wake-induced energy and revenue losses. By simulating an energy yield assessment, a hypothetical 390 MW offshore wind farm was modelled adjacent to the Shinan offshore wind cluster zone. Sensitivity analysis was performed for 12 scenarios with, varying cluster completion levels (30%, 60%, and 100%) and inter-farm spacing (0, 1, 3, and 5 km). The results show that increasing the inter-farm spacing from 0 km to 3 and 5 km reduced the external wake loss rates to 5.2% and 4.3% from 8.0%, respectively. For project developers, this translates to annual power sales loss reductions of 20.3 billion KRW (3 km) and 16.7 billion KRW (5 km) based on a 3.5 REC scenario. These findings provide empirical evidence for establishing minimum inter-farm spacing guidelines to prevent revenue losses and stakeholder disputes in planned aggregation zones. This study offers actionable insights for policymakers and developers, thus supporting sustainable offshore wind cluster designs within Korea’s emerging regulatory framework.
