Abstract

The recent escalation of geopolitical tensions, including the Russia-Ukraine war and conflicts in the Middle East, has increased the impact of war risk on maritime logistics and marine insurance. Since the Houthi rebels began attacking ships in the Red Sea in November 2023, major container shipping companies connecting Asia and Europe have chosen to reroute their ships around the Cape of Good Hope in Africa instead of using the Suez Canal. The threat persisted until recently. Consequently, the recent risk of war has had a significant impact on maritime transportation and marine insurance contracts. Since the 17th century, war risks have been covered alongside other maritime risks under maritime insurance contracts. However, by the late 19th century, the London insurance market had separated them into a distinct coverage category, and this has remained the case to this day. This study examines the historical evolution of war risks in marine insurance contracts and analyzes coverage methods for each category, including hull, cargo, and P&I insurance. The study confirmed significant changes in marine insurance contracts, including the expansion of high-risk areas and sharp increases in war insurance premiums due to geopolitical conflicts. To effectively respond to these changes, the risk assessment system must be enhanced and insurance clauses improved.
