단체참여경험이 정부신뢰에 미치는 영향에 관한 연구

초록

본 연구는 단체참여가 정부신뢰에 미치는 영향에 대해 분석한다. 현 정부는 참여를 국정운영의 가치로 삼고 다양한 정책들에 참여적 요소를 포함시키는 시도를 하고 있다. 시민참여를 국정운영에 적극적으로 도입함과 동시에, 시민참여의 근간인 단체참여를 촉진하여 시민공동체를 구축하기 위해 노력을 기하고 있다. 이처럼 참여가 중요한 가치로 도입되고 있는데, 참여의 효과 중 하나로 정부신뢰 증진이 논의되어 왔다. 하지만 단체참여를 통해 축적되는 사회자본은 단체의 특성이나 단체가 가지고 있는 규범에 따라서 차이가 날 수 있다는 주장 제기되어 온 것도 사실이다. 이러한 배경 속에 본 연구는 2019 사회통합실태조사 데이터를 활용하여 여러 단체참여 경험이 정부신뢰에 미치는 영향을 검증하였다. 검증결과 사회단체 중 종교단체, 지역공공모임, 기부 및 봉사단체가 정부신뢰에 긍정적인 영향을 미치고 있었고, 시민단체 참여 경험은 오히려 정부신뢰에 부정적인 결과로 나타났다. 이와 같은 결과는 단체참여에서 단체의 특성이나 정부와의 관계에 따라서 정부신뢰의 형성 여부가 결정될 수 있음을 증명한다 하겠다.

Abstract

This study analyzes the effect of Civic Engagement, which is the basis of civic participation, on government trust. The theoretical basis for civic engagement can be found in social capital theory, and citizens who have learned and trusted trust as social capital by participating in organizations tend to trust the government as well. However, civic engagement can increase trust as social capital, but it is difficult to say that it necessarily enhances trust in the government. This is because there is a possibility that the government may not be trusted depending on the characteristics or type of organization. Therefore, this study demonstrates that civic engagement can differentially affect government trust depending on the type of relationship between the government and the organization based on the fact that trust is based on relationship. As a result of the regression analysis, participation in civic groups with hostile relations between the government and organizations was negative for government trust, and participation in cooperative community public gatherings and unrelated religious groups had a positive effect on government trust. However, participation in interest groups, volunteer or donation organizations, social economy organizations, clubs, and alumni associations did not affect government trust. This study explained the formation of government trust based on the theoretical basis that group participation forms trust and the government tends to trust if it learns trust, but it can be found significant in that it also demonstrates that there is trust in government through relationships between organizations and governments.
