장애아동학대 실무자들의 학대대응 경험에 관한 연구: 아동학대전담공무원과 아동보호전문기관 상담원을 중심으로

아동학대에 대한 사회적 지원체계가 마련되고 있는 상황에서 본 연구는 장애와 아동 영역 모두 에서 주요한 정책적 고려 대상이 되지 못했던 장애아동학대에 대한 효과적인 대응방안 및 협력체 계를 위한 개선방안을 도출하는 데 목적을 두었다. 이를 위해 장애아동학대 대응 실무자인 아동 학대전담공무원과 아동보호전문기관 상담원 9명을 대상으로 FGI를 수행하고, 질적연구방법을 통해 자료를 분석하였다. 연구의 주요 결과는 다음과 같다. 첫째, 장애아동학대 대응과정에서 현장의 실무자들은 장애 특성으로 인한 개입의 어려움, 분리조치 이후 연계시설의 부족, 사례연계의 딜레마와 전문성의 한계 등 다양한 어려움과 혼란을 경험하는 것으로 나타났다. 둘째, 실무자들은 기관 간 협력의 필요성은 인지하나 공동업무 매뉴얼, 협업을 어렵게 만드는 현장의 구조와 현장 에서 작동하지 않는 법제도와 정책 등의 한계로 공동대응에 있어 이상과 현실이 공존하는 것으로 드러났다. 그럼에도 불구하고 실무자들은 장애아동학대 대응을 위한 제도개선과 역량강화를 희망 하였다. 연구결과를 토대로 효과적인 장애아동학대 대응과 협력체계 구축을 위한 정책적, 실천적 방안을 제시하였다.
Abstract
As a social support system for child abuse is being established, this study aims to derive effective responses and improvements for a collaborative system regarding the abuse of children with disabilities, which has not been a major policy consideration in both the disability and child domains. To this end, focus group interviews (FGI) were conducted with nine practitioners, including child abuse specialists and counselors at specialized child protection agencies, and the data were analyzed using qualitative research methods. The main findings of the study are as follows. First, in responding to abuse of children with disabilities, practitioners in the field faced various challenges and confusion, such as difficulties in intervention due to disability characteristics, lack of facilities for post-separation placement, dilemmas in case referral, and limitations in expertise. Second, while practitioners recognized the need for interagency collaboration, the reality of implementing joint responses was hindered by structural challenges in the field, ineffective laws and policies, and the lack of a standardized manual for collaboration, leading to a coexistence of ideal and reality in collaborative efforts. Nevertheless, practitioners expressed a desire for institutional improvements and capacity building to respond to the abuse of children with disabilities. Based on these findings, policy and practice recommendations were proposed to establish an effective response and collaboration system for child abuse involving children with disabilities.
