Abstract
This study aims to conduct a content analysis of ordinances enacted by metropol- itan governments concerning Disability Rights to Health and the guarantee of medi- cal accessibility, and to suggest improvement measures. As of March 2025, the anal- ysis targeted 12 metropolitan governments that had enacted relevant ordinances, fo- cusing on the presence and content of specific provisions. The content analysis re- vealed that while most ordinances included key components of the upper-level leg- islation, namely the Act on Guarantee of Rights to Health and Access to Medical Services for Persons with Disabilities, there were regional disparities and omissions in certain provisions. These included fundamental principles, the responsibilities of the heads of metropolitan governments, comprehensive planning, health manage- ment programs, and health promotion committees. Moreover, some ordinances lacked clear stipulations regarding financial and administrative support. Based on these findings, the study presents suggestions for improving metropolitan govern- ment ordinances to more effectively secure Disability Rights to Health and equitable access to medical services. This study is meaningful in its practical implications, as it offers concrete guidance to policymakers in metropolitan governments who are pursuing the enactment or revision of such ordinances. However, a limitation of this study is its focus solely on the ordinance texts without evaluating actual implementation.
