Abstract

The cinema is on the scales of art and industry, which is difficult to say which one is more important than the other. The former contains the auteurism that the director shows his creativity and the latter connects the commercialism view, where capital and technology are injected and makes economic effect. The cinema itself is a product of culture and economy, and is the essence of modern entertainment.     Despite several industrial crises, the cinema has grown over time. At its heart of vitality, there is a new attempt called ‘art’ film or ‘experimental’ film. They are the films that focus on artistic value rather than commercial profit. Art eventually becomes a culture and creates intangible assets. This is why, even under capitalism, some cultural powerhouses, for example France, support the film industry with public funds.    This study examines the issues surrounding the definition and support policy for art and independent films. It largely proceeds to three stages. First, it attempts to summarize the concepts of art films that are mixed in various forms used in domestic and foreign countries. The second phase considers art film support policies. It examines the basis of support for art and independent films on the Promotion of the Motion Pictures and Video Products Act. The final step is to review the problems of the current support system and suggests alternatives.  By looking at the case of France and discuss issues that related to revision laws. The purpose of this study is to remind us the necessity of supporting art and independent films.
