교정시설에서 접견기능은 교정시설의 외부접면에 위치하면서 중요한 기능 중한 부분을 수행한다. 현재 한국 교정시설은 신축부지를 선정하기가 거의 불가능한 현실적 문제로 인해 과밀수용되면서 다양한 문제를 표출하고 있다. 또한 비교적 최근 건축된 교정시설의 경우에도 접견영역의 기능과 관련하여 선진 건축 각론의 체계적인 지식이 전파되지 않아 적절한 기능 및 규모와 보안 및 순차적 기능이 원활하게 만족되지 못하는 문제점이 있다. 본 연구의 목적은 한국 교정시설접견영역 건축계획 각론상에서의 문제점을 분석하고 한국 교도소의 실제 사례를중심으로 리모델링 방안 및 신축 시 고려사항을 제시하는 것이다. 현재 발생하고있는 교도소의 접견영역 기능 문제의 대부분은 님비 현상으로 인해 발생하는 과밀의 문제와 함께 시 외곽에 위치하는 교도소와 구치소 기능을 합하여 수행하며발생하는 ITR기능의 중복문제와 순차적 기능의 불합리함이 대부분의 문제를 형성하고 있었다. 또한 인터뷰 결과 출정 및 이송을 위한 적절규모의 대기공간이 턱없이 협소함으로 인해 발생하는 교도관의 직무스트레스와 인솔거리에 따른 직무스트레스가 상승하고 있었다. 따라서 근본적으로는 도심에 법조타운 구성과 법원과 연계된 도심복합형 구치소(검찰기능 포함)와 경찰서와 연계된 도심복합형 구치소 및 시 외곽 교도소 신축이 이루어져 구치소 기능을 분리시키고 과밀을 해소해야하는 것이 일차적인 문제해결이 이루어질 것이다.
Abstract
Positioning on interface part of correctional facilities, a visitation function carries on one of the core functions of correctional facilities, which enhance the correction effects for inmates to get along with daily life with hope and feeling of tied community. Today, Despite of definite differentiation of visitation function between detention center and prison, it has been mix-used with prison ITR function and has been exposed various problems caused by over-population and mixed use. In the case of relatively newly built correctional facilities, there still have the problems of not satisfying proper function, size, and sequence flow caused by absence of imformation of advanced architectural particulars from abroad. The purpose of this study is to analyse the problems of problems of visitation function in Korean correctional facilities, and suggest the remodeling methodologies and consideration for new construction with real Korean facility case.
