소방공무원 남녀 통합 체력검사에 대한 연구

소방공무원 체력검사의 평가기준이 도입 된지 10년이 지나면서 남녀 통합된 체력평가 기준이 제기되고 있다. 체력요인이 여성 소방공무원의 채용, 배치에 걸림돌이 되지 않도록 정책 개선방안 마련을 위한 기초적인 자료를 생산할 목적으로 이 연구가 수행되었다. 국외 소방조직들의 체력시험 조사결과 남녀 체력시험 평가기준의 차이를 줄이거나 없애고 있는 실정이며, 특히 소방공무원과 같이 업무상황이 절대 환경기준인 경우 남녀 간의 동일한 업무환경에 맞는 체력사항이 요구되고 있는 것으로 나타났다. 현재 소방공무원 체력시험 및 체력검정 평가기준에서 남녀기준 차이가 있으며, 이러한 차이는 소방공무원 남성지원자에게 불리한 기준이 적용되고 있다. 따라서 과학적 ‧ 합리적 체력측정 방법 도출은 물론 공정성과 특정성별에게 불이익이 없도록, 소방공무원 채용 체력시험을 전담할 체력인증기관이 필요할 것으로 사료된다. 각국의 소방 환경, 소방법규, 남녀고용법 등이 체력검사 종목과 기준에 영향을 미치고 있는 바, 여전히 불충분한 분석임을 부정하기 어렵다. 후속연구가 보다 활발히 진행되어 남녀 유불리가 없고 합리적인 체력검사 대책의 수립에 기초가 되기를 바란다.
Abstract
Ten years after the introduction of the evaluation criteria for the physical examination of firefighters, integrated physical fitness standards for men and women have been raised. This study was conducted with the aim of producing basic data to prepare policy improvement measures to prevent physical factors from hindering the recruitment and deployment of female firefighters. According to the results of the physical fitness test conducted by foreign fire organizations, the difference in the evaluation criteria for men's and women's physical fitness test is reduced or eliminated, and in particular, the work situation, such as fire officials, is required to meet the same working environment. Currently, there are differences in male and female standards in the evaluation criteria of the physical fitness test and physical fitness test of firefighters, and these differences are applied to male applicants of firefighters. Therefore, it is believed that a physical fitness certification agency is needed to be in charge of the physical fitness test to recruit firefighters so that there is no disadvantage in fairness and specific gender as well as to derive scientific and reasonable physical fitness measurement methods. It is difficult to deny that it is still insufficient to analyze as each country's firefighting environment, firefighting laws, and male and female employment laws affect physical fitness test items and standards. It is hoped that follow-up research will be more active and will be the basis for the establishment of reasonable Fitness examination measures without gender advantages.
