응급실 내원 마약류 투약자의 실태와 특성

초록

마약류중독은 세계적인 공중보건의 이슈이며, 우리나라 또한 마약류사범의 수가 꾸준히 증가하고 있고, 재복역률 또한 다소 높은 것이 현실이다. 마약류의 특성상 신체적․정신적 의존성을 유발하여 내성이 생기기 쉽고, 투여를 중단하였을 경우 금단증상이 나타나기 때문에 쉽게 끊기 어렵다. 또한 마약류범죄는 실제 발생하였음에도 수사기관에 인지되지 않거나, 인지되어도 증거 불충분 등으로 검거를 하지 못하는 등의 특성을 보인다. 따라서 이 연구에서는 마약류중독에 대한 문제 인식을 바탕으로 수사기관 외에도 흔하게 접할 수 있는 병원 응급실을 통해 마약류 투약자들이 얼마나 내원하는지를 알아보고, 환자의 특성 및 문제점을 조사하여 실태를 파악하고자 수행되었다. 이를 위해 서울, 경기, 인천 소재의 응급실로 내원한 마약류 투약자들의 기록을 수집하여 불법약물 사용자와 향정신성의약품 약물 투약자로 구분하여 조사 및 분석하였다. 조사 결과를 바탕으로 마약류 중독자를 처벌보다는 치료를 우선적으로 수행하여야 하고, 이를 위해 의료진의 신고 의무 부과 등 정책적·실천적 방안들을 제언하였다.

Abstract

Drug addiction is a global public health issue. In South Korea, the number of drug users has continued to rise with high re-incarceration rates. The harms of drugs cause drug users to be easily dependent on substances. When they stop using drugs, they will suffer withdrawal symptoms, which makes it even harder to quit using them. When drug crimes occur, the law enforcement agencies fail to recognize these symptoms or to arrest offenders due to a lack of evidence. Based on the problematic consciousness of drug addiction, this study investigated how many drug users visit hospital emergency rooms who were in easy contact with law enforcement agencies and examined the characteristics and problems of patients in order to help understanding the reality. The researchers collected records of drug users who visited emergency rooms in Seoul, Gyeonggi, and Incheon, and divided them into illegal drug users and psychotropic drug users for the analysis purposes. Based on the findings, the study suggested a need to provide not punishment but treatment to drug addicts and proposed policy and practical implications including the mandatory reporting law by the medical workers.
