본 연구는 사회적 자본을 측정하는 하위요인 중에서 제주지역의 사회적 자본을 설명할 수 있는 하나의 요소인 협력요인을 도출하고, 협력(수눌음)형 사회적 자본으로 역할했던 제주의 향토자원을 조사하여 유형화를 시도하였다. 그리고 제주지역의 사회적 발전을 이끌 동인인 협력형 사회적 자본 증진 전략을 제안하였다. 첫째, 경제적 어려움 극복과 수익창출을 위한 협력형 사회적 자본 증진전략으로써는 농업부문 현장에서 수눌음의 협력체계를 만드는 것을 제안하였다. 둘째, 재해 등 자연재난에 대한 대처형 사회적 자본에 대한 증진 전략으로써 과거의 출력형태나 새마을운동시 노력동원 등의 정신이 살아나는 마을만들기 형태를 제안하였다. 셋째, 마을에 대한 사안별 봉사형태의 사회적 자본에 대한 증진 전략으로써 마을제를 활성화시키고, 다문화가족과 북한이탈주민, 그리고 외국인에게 봉사할 수 있는 프로그램을 만들 것을 제안하였다.
Abstract
This study drew one factor (Cooperation) among sub－factors that measure social capital in order to explain social capital in Jeju community. This study also examined and classified local resources that played a role as cooperative (sunurum)－type social capita in Jeju. This paper suggests strategies of expanding cooperative social capital which can be a driving force for the social development of Jeju region. First, as a strategy of expanding cooperative social capital for overcoming financial difficulty and creating profits, Sunuleum, Jeju’s special system of exchanging labors, should be established in agricultural sector. Second, as a strategy of expanding social capital for dealing with crisis such as natural disaster, villages should have a spirit of volunteering and joining forces to make better community like the one we had during the new community movement called Saemaeul Movement. Third, as a strategy of expanding volunteering type social capital, each village should have annual village ritual and establish volunteer programs for multicultural families, North Korean defectors and foreign residents.
