우리나라의 다문화교육은 동화주의 정책으로 인해 사회통합만 강조할 뿐 다양성을 제대로 구현하고 있지 못하다. 지역사회의 맥락을 반영하는 데도 지지부진하다. 본 논문은 다문화교육에서 다양성을 구현하려면 무엇보다 지역사회를 기반으로 출발해야 한다고 보고, 지역사회기반 다문화교육의 이론적 근거를 여섯 가지로 제시했다. 그리고 여섯 가지 이론적 근거를 바탕으로 제주국제자유도시 다문화교육의 문제점들을 검토하였고, 제주에서 다문화교육의 지역화를 구현하기 위해 다문화교육 프로그램을 어떻게 개발할 것인지 개발의 방향과 개발한 프로그램의 사례를 제시하였다.
Abstract
Korean government have not focused on increasing of diversity, but on social integrating by multicultural education in perspective of assimilation ideology. And it also passed over ‘the context of community’ in multicultural education. This study constructed the six reasons why multicultural education take on the perspective of community. First, we must teach migrants and residents cultural competencies based on the experiential knowledge of them in the community. Second, we must have a free communication space between teacher and learner, which is not controled by state and market. Third, we must guarantee the autonomy of middle groups, that is a family, firm, or trade union etc. Forth, we must have a solidarity not only in the level of state, and world but also in the level of community. Fifth, we must keep on reserving cultural diversity. Sixth, we need the democratic place of grassroots movement toward globalization from below. This study examined the challenges of multicultural education in Jeju Free International City by six criteria mentioned above. And then This study suggest the directions and examples of community-based multicultural education program development in Jeju Free International City.
