자유학기제의 학교 교육과정 경영 실태 및 인식 분석

학교 교육과정 경영이란 교육과정 활동을 위한 조건 및 환경을 정비하고 지원하는 노력이다. 동시에 교육과정을 중심축에 두고 학교경영에 접근함으로써 학교 구성원의 전문성과 리더십을 확대하고 강화하는 것을 목표로 한다. 연구자들은 자유학기제의 원활한 운영을 위해서는 교육과정 실행을 중심으로 한 단위학교의 자유학기 교육과정 경영이 중요하다고 본다. 교육과정 경영 활성화를 위한 기초적 탐색을 위해 본 연구에서는 자유학기 교육과정 경영 실태와 인식을 파악하고자 하였다. 이를 위해 자유학기 담당자와 교과 담당 교사 대상으로 설문 및 면담조사를 실시하고, 그 결과를 바탕으로 자유학기 교육과정 경영 방안을 모색하고자 하였다. 단위학교의 교육과정 경영 실태·인식 조사의 내용은 5가지의 자유학기 교육과정 경영의 주요 범주(학교조직·인사, 예산, 시설․설비, 역량 및 문화·관계, 지역사회·학부모)에 따른 문항 영역별로 구성하였다. 설문조사 결과는 학교 교육과정 경영 방안이 학교소재지별, 학교규모별로 특성을 고려하여 맞춤형으로 모색되어야 함을 시사한다. 특히 자유학기 운영 자체가 교사 공동의 협력적 작업이 요구되기 때문에 예산 또는 시설·설비와 같은 물리적인 측면의 경영뿐 아니라 교사 역량 및 교사 분위기, 리더십 등의 문화·관계 측면에서의 경영도 강조해야 함이 제기되었다. 또한 자유학기제의 가장 커다란 특징의 하나가 학교 밖(지역, 학부모 등) 연계를 적극 활용할 수 있도록 노력하되 단순한 시설·설비나 장소 활용이 아니라 ‘지역 교육력’을 활용한 학생 지도라는 관점에서 접근할 필요가 있음을 알 수 있었다
Abstract
In this research, we aimed to devise and propose some helpful school-based curriculum management plans to support the ‘free semester system’ in middle school. In order to achieve this research goal, we first reviewed basic concepts and issues of curriculum management. Second, we investigated the current status and teachers perception of curriculum management implemented in middle schools. after exploring the meaning of curriculum management, we established the model of school-based curriculum management for free semester. There are various aspects of curriculum management. However we focused on five key factors in this model, which are organization & human resources, budget, facility resources, teacher competency·culture·relationship, local community and parents. we surveyed about 1,602 teachers to figure out current status and perceptions of curriculum management in order to grasp the realities of the schools. based on survey results, we discussed implications for issues surrounding school-based curriculum management. According to the survey results, we suggested useful tips of applying key factors when it’s crucially needed.
