경제위기 이후 가구단위 소득 구성요소와 직업의 소득불평등 효과: 도시 임금소득자 가구를 중심으로

이 논문은 경제위기 이후 가구단위의 소득격차를 가구원 직업구성과 관련하여 분석하였다. 경제위기이후 가구소득격차는 주로 가구주의 근로소득 격차에 의하여 발생하였으며, 배우자 근로소득 등에 의해서도 더욱 확대되었다. 또한 가구소득격차는 가구주와 배우자의 직업과도 밀접히 관련된다. 가구주 직업으로서 경영전문직을 한편으로, 단순노무직을 다른 한편으로 직업구조상의 소득양극화가 진행되고 있다. 더구나 맞벌이부부가 증가하고 가구주와 배우자의 직업이 동질화되는 경향이 나타나면서, 가구주 개인보다는 가구단위를 기준으로 할 때 소득격차가 더 높았다. 가구주의 직업이 단순노무직인 가구, 배우자가 미취업자이거나 저임금 직종인 가구의 소득은 계속 낮아지며, 이들과 경영전문직과의 격차는 더욱 확대되었다. 가구소득불평등 문제를 해결하기 위해서는 가구단위에서 소득을 증대시킬 수 있는 정책이 시급하다. 가구주와 배우자 등 가구원들이 저소득 직종을 벗어나 취업한다면, 가구총소득이 증가하여 저소득 상태에서 벗어날 수 있다. 따라서 가구원의 취업률을 향상시키는 것이 기본적으로 필요하며, 가구원들이 생계를 유지할 만한 일자리에 취업하도록 인적자원개발을 지원하고 취업여성을 위한 지원정책도 중요하다.

Abstract

This paper examines the effects of income-composing factors and occupations on the family income inequality after the economic crisis in Korea, By focusing on the urban wage-earners, the paper analyzes the causal relationship between income differentials and occupational composition at the family level. The major findings based on the analysis of variance and regression are as follows. First, family income differentials are higher in the post-crisis period than in the pre-crisis period. The differentials came mainly from the wage gap by the bread-winners. Second, the occupation of the bread-winners at the family level has a significant effect on the income differentials. Whereas family incomes of the managerial or professional occupations get higher, those of the unskilled workers lower. Third, the degree of income inequality became higher after adding the income of other family members. While the proportion of dual-earner-family increases, the occupation of the family members tends to be similar each other. Finally, the relatively low family income of the unskilled workers is one of the main causes of the income differentials in Korea. These findings suggest several policies for reducing inequality at the family level. One of them is the policy to increase the income of all family members, especially that of wife. If they have decent jobs, their chance of being out of poverty trap would be higher. Public policies for human resource management and job creations could lead them to get decent jobs.
