본 연구의 목적은 정부가 중소규모 비영리민간단체의 중견 관리자를 위한 리더십 교육 프로그램을 어떠한 방향으로 설계하는 것이 바람직한지를 탐색하는 것이다. 이러한 목적을 달성하기 위하여, 본 연구는 29명의 비영리 활동가를 대상으로 중소규모 비영리민간단체의 중견 관리자가 구비해야 할 핵심적인 리더십 역량이 무엇인지에 대한 ‘인식 조사’와 이러한 핵심적인 리더십 역량의 함양 및 개발에 필요한 교육 내용은 무엇인지에 대한 ‘교육수요 조사’를 실시하였다. 이러한 ‘인식 조사’와 ‘교육수요 조사’의 결과를 바탕으로, 본 연구는 중소규모 비영리민간단체의 중견 관리자를 대상으로 하는 정부 차원 리더십 교육 프로그램의 기본 설계 방향을 제시하였다.
Abstract
In Korea, the democratization in the 1990s promoted the rapid growth of NPOs. Since then, NPOs have actively participated in and strongly influenced governments, especially when they make and implement policies. However, NPOs are often criticized for being incompetent in their policy areas and, therefore, imposing a good deal of burden on governments rather than providing assistance to them. Therefore, there is a growing need to establish government leadership programs that can improve the competencies of NPOs. However, little academic attention has been paid to how to build solid government leadership programs that can cultivate and strengthen the competencies of NPOs. The purpose of this article is to examine how to formulate a government leadership program for mid-career managers in small and medium-sized NPOs. To accomplish this purpose, I conducted an in-depth interview with 29 civil activists to identify the core leadership competencies that mid-career managers in small and medium-sized NPOs are required to have and examine what educational contents can promote such leadership competencies. Furthermore, I proposed several recommendations that help the Korean government build a sold leadership program for mid-career managers in small and medium-sized NPOs and, therefore, cultivate and improve their competencies.
