Abstract
The purpose of this study is to explore and understand collaborative organizational management to solve wicked problems meaning complicated and diverse problems. Wicked problems are very difficult to define problems, identify causal relationships, and find solutions. The new public management(NPM) approach emphasizing segmentation and competition have deepened inter-organizational partitions and made it more difficult to solve the wicked problems. But post-NPM emphasizes that collaboration is a more useful strategy for responding and managing wicked problems. It is not easy for any government to solve the wicked problems alone. As a collaborative organizational management strategy to cope with wicked problems, this study first raises trust building among collaborative participants, second, collaborative leadership, third, cooperative administrative resources (organization, human resources, budget, laws, ICT, etc.) management, and fourth, interorganizational partitions.
