공공조직관리 관점에서의 공공 오케스트라 지휘자 리더십 확장의 필요성

초록

본 연구는 공공조직관리 관점에서 공공 오케스트라의 운영 및 발전을 위한 지휘자 리더십 확장의 필요성을 고찰한 탐색적 연구이다. 특히 본 연구는 지방자치단체에 속하여 온전히 정부 재정으로 운영되는 국내 공공 오케스트라의 조직 운영 특수성을 기반으로 지휘자의 역할들을 고민하고 필요한 아이디어들을 제공하고자 한다. 선행연구 고찰을 통하여 본 연구는 공공 오케스트라가 갖는 딜레마, 즉 예술성과 공공성의 이질적인 가치를 동시에 이행해야하는 조직 성격 때문에 어느 한 리더십 유형을 대입하여 조직을 운영하는 것이 어려움을 파악할 수 있었다. 나아가 본 연구는 보다 깊이 있는 현실 파악을 위해 18명의 국내 공공 오케스트라 관련자들을 인터뷰하여 현재 공공 오케스트라가 처한 문제점들과 이를 해결하기 위한 리더로서의 지휘자의 역할들을 분석하였다. 결론적으로 국내 공공 오케스트라의 올바른 운영을 위해서 지휘자는 예술적 성과에만 자신의 임무를 함몰시키지 말고 공공조직관리 차원에서 행정적, 정치적 부분도 두루 관리할 수 있는 리더십의 확장을 필요로 해야 할 것이다. 그래서 지금까지 공공 오케스트라가 운영 효율성의 이유로 추구해왔던 이중 리더십 구조로 인해 나타난 예술과 행정의 분리, 한 조직 내 두 리더의 공존, 그리고 이로 인한 가치 충돌의 상황을 넘어 조직 운영 전반을 두루 살피고 균형있게 조직을 이끌 수 있는 도전적인 리더십이 향후 지휘자들에게 요구될 수 있을 것이다.

Abstract

This is a exploratory study on the potentials that conductors, the top leaders of public orchestras as well as valuable human resources, will show when they expand their concept of leadership to improve the performance of the organization. In particular, this study will focus on the operation of Korean public orchestras which, unlike typical foreign public orchestras that are non-profit organizations, belong to local governments and are fully funded by the government. By focusing on these distinct characteristics, this study will provide the ideas for discovering a new leadership of the conductors of public orchestras. The result from qualitative analysis is that the conductor, the resource essential for improving the success of public orchestra and to enhance the development of organization should enhance the range of leadership application not only on artistic field but also in administrative managing field. Especially, the research for the successful and innovative artistic outcome and the recognition of local contents and artistic manpower resource for utilizing in organization, the effort on securing the autonomy for artistic innovation, utilization of political network for locating financial resources and mediating role between stakeholders within the organization are mostly demanded abilities for manager. Through this study, the limitations have been proved on existing dual leadership structure that has been believed to be the efficient structure for public art organization home and abroad in preceding research. Consequently, it tries to suggest new managing role of caring various organization success moving on from the old idea where even conductor, the chief leader of the organization, only cared about artistic results.
