Abstract

To reduce greenhouse gas emissions by replacing fossil fuels and to foster renewable power generation facilities and related fields as new growth industries, countries are providing support for the supply of renewable energy. In particular, renewable energy technology innovation is replacing or supplementing traditional energy sources by lowering the levelized cost of electricity (LCOE), such as solar and wind power generation, and contributing to the supply and diffusion of renewable energy. This study analyzed the effects of the government's technology push and demand pull policies, electricity prices, and per capita GDP on renewable energy technology innovation in 27 OECD countries. This study uses the number of related patents for each country's technological innovation, and the analysis is conducted through negative binomial regression. As a result of the analysis, the renewable energy stock in the public sector had a positive effect on technological innovation, and it was found that the introduction of the carbon pricing system, electrification, Feed-in Tariff (FIT), Renewable Portfolio Standard (RPS), and electricity prices also had a positive effect. In particular, this study analyzed that the proportion of electrification, which is suggested as one of the means of carbon neutrality, has a positive effect on technological innovation, and FIT has a positive effect even if additional analyses were performed by classifying countries according to country-specific systems or characteristics. It is confirmed that the ratio of renewable energy generation and per capita GDP has a negative effect on technological innovation. In a situation where renewable energy technology innovation is more necessary to achieve carbon neutrality and energy transition in the future, a strategy is needed to replace fossil fuel demand in the industrial and transportation sectors through electrification, and it is necessary to find ways to link renewable energy supply and diffusion with technological innovation.
