지역 내 연구개발사업과 지역 과학기술정책의 연계성에 관한 정량적 실증연구 : 부산광역시 사례를 중심으로

정부는 급변하는 대내외 환경 속에서 선도형 과학기술 개발과 지역발전을 통한 지역간 격차 해소 및 수도권 집중이라는 쉽지 않은 국가적 목표를 달성하기 위한 방법 중 하나로 지역주도 혁신성장과 지역 혁신 생태계 구축 관련 정책을 펴고 있다. 지역이 보유한 고유한 자원을 최대한 활용하는 지역혁신체계를 구축하기 위해서는 보다 섬세한 정책 수립이 필요하지만 지역 내 연구사업 투자부터 경제적 효과 창출까지의 혁신 요소별, 단계별의 연계성을 미시적으로 분석한 연구는 드물다. 이에 본 연구는 연구개발투자 전략 수립과 혁신주체가 수행하는 혁신활동의 연계성을 확인하기 위해, 텍스트마이닝 방법을 통해 지역 연구개발투자전략과 지역 내에서 수행되고 있는 연구사업에 대한 정량적 연계성을 분석하였다. 그 결과 지역 내 연구사업 키워드의 빈도 분석을 통해 지역 연구개발투자전략과의 연계성을 정량적으로 실증할 수 있었다. 비록 부산지역 내에서 수행되고 있는 다수의 연구주제가 부산 외 지역에서 수행되고 있는 연구주제와 비교했을 때 정량적으로 크게 두드러지지 않음을 확인하였으나, 일부 연구키워드에서 부산지역에 특화된 고유한 분야의 연구개발 분야를 정량적으로 확인하여 비교할 수 있었다. 본 연구 결과는 전향적으로 지역 내 연구개발투자 성과 극대화를 목표로 하는 근거기반정책의 근거자료로 활용될 수 있을 뿐 아니라, 후향적으로 정책평가의 정량적 지표로 활용될 수 있을 것이라 판단된다.
Abstract
Along with the increased recognition of the necessity for the balanced regional development, regional clusters are gaining prominence as a model for regional economic growth from the economic perspective. Therefore, Korean government is also implementing policies primarily aimed at region-led inovative growth and the establishment regional innovation ecosystems. Local governments are still taking efforts on establishment and implementation of Regional Comprehensive Science and Technology Development Plans that promotes strategic investment of Research and Development in the region. For the successful economic results that belong to the region, aligned cooperation science and technology policies among the central goverment and regional government and regional innovation activity are critically neccesary. In this research, an empirical research is performed on the policy alignment between the innovation activity in the geographical region and R&D investment strategy included in Comprehensive Plan for Promotion of Regional R&D by local government. Text mining and network analysis methods are used to analyze the high-ranked frequency keywords in R&D projects in the region. In the results, a minor interconnectivity was found between the high-frequency keywords in R&D projects in the region and high-prioriotized technolgy in local R&D investment strategy. However, region-specific R&D keywords were distinguishable. These findings will contribute as evidence for evidence-based policy of regional innovation.
